A flurry of motions and resolutions were approved Monday night by the Glencoe City Council involving the proposed Panther Heights 2nd Addition apartment project. Included were approval of a feasibility study of the 14th Street extension, approval of a new tax increment financing (TIF) district and the sale of the property to the developer, Glencoe Multifamily, LLC, for $1.
The feasibility study is the first step of the development process, according to Justin Black, city engineering consultant from Short Elliott Hendrickson (SEH), Inc.
